Dean A. Huard
Dean Huard brings a distinguished career spanning over three decades in leadership, crisis management, public administration, and strategic planning. With extensive experience in human resources, financial management, and project oversight, Dean has led teams in both public and private sectors, managing multimillion-dollar budgets and capital improvement projects with precision and efficiency.
Prior to joining JL Powers & Associates, Dean served as City Manager for the Village of The Hills, Texas, where he spearheaded key initiatives in municipal governance, budget management, and community engagement. His tenure saw the successful implementation of infrastructure improvements, emergency management systems, and financial policies that enhanced public services while ensuring fiscal responsibility.
A veteran leader with a strong background in logistics and crisis response, Dean played a pivotal role in humanitarian efforts for Operation Allies Welcome, which provided temporary housing and transition assistance to over 7,000 Afghan refugees as well as multiple combat deployments in support of the Global War on Terrorism and Operation Iraqi Freedom. His ability to navigate complex political landscapes has been evident in his work with federal, state, and local governments, as well as international agencies and community organizations.
Dean holds a Master's degree in Public Administration and completed the Project Management Professional (PMP) and Senior Professional in Human Resources (SPHR) courses and is Lean Six Sigma Black Belt certified. He is an active member of the International City/County Management Association (ICMA), Texas City Management Association (TCMA), and the Texas Economic Development Association.
Through JL Powers & Associates, Dean provides consulting services in strategic planning, public policy, infrastructure development, and crisis management. He partners with government agencies, private firms, and professional organizations to develop innovative, data-driven solutions that enhance operational efficiency and public impact.
